Liverpool University Hospitals NHS Foundation Trust appoints David Flory CBE as its new Chair

David Flory CBE has been appointed Chair of Liverpool University Hospitals NHS Foundation Trust at a meeting of the Council of Governors. He will take up the post effective from 27 February 2023.

David has a track record of delivering healthcare services having previously served as interim Chair of Cheshire and Merseyside Health and Care Partnership brings experience and understanding of population health needs across Liverpool City Region.

Commenting on his appointment David Flory CBE said: “I am looking forward to joining LUHFT as Chair, working together with colleagues and partners to deliver continued improvements in the quality of healthcare for the benefit of our patients and the communities we serve.”

James Sumner, Liverpool University Hospitals’ Chief Executive, said: “I am delighted to be welcoming David Flory as our new Chair. David’s extensive skills, knowledge and experience of the NHS, and understanding of healthcare in the Liverpool City Region will be critical to the next steps on our improvement journey to deliver the quality of care our patients deserve, and to make LUHFT a great place to work for our colleagues.”

Karl Roberts, Liverpool University Hospitals’ Lead Governor, said: “The Council of Governors is looking forward to working closely with David Flory as he brings extensive NHS knowledge to LUHFT’s Trust Board. He will be a real ambassador for the Trust as we aim to strengthen our partnerships with local healthcare services to improve the standards of treatment and compassionate care we provide patients across the city region.”

David is Chair of NHS Lancashire and South Cumbria Integrated Care Board and previously held the role of interim Independent Chair for Cheshire and Merseyside Health and Care Partnership until March 2022.
Prior to this David had 22 years’ board-level experience as Chief Executive and Executive Director of NHS organisations in England, including six years working as Deputy Chief Executive/Director General in the Department of Health for England. He has also been the Chief of Hospitals at Hamad Medical Corporation in the State of Qatar.

    Please can you advise how someone can be chair of Lancs and sth Cumbria ICB whilst also holding the post of Chair of Liverpool Hospitals Trusts. Surely this is a conflict of interest.
    I am very concerned at how the ICBs are developing over arching organisations covering large areas with large, expensive management structures whilst losing focus on the local delivery of services. When the salaries of the ICB is taken into consideration, a cost saving here could save many of our hospitals. Joint appointments like David’s will encourage amalgamation in services without appropriate public consultation and lack of transparency.

    • Thanks for your comments. We are aware that David Flory will hold the position of Chair of Liverpool University Hospitals NHS Foundation Trust Chair until 29 February 2024 but were not aware of his role with Lancashire and South Cumbria Integrated Care System as we work with the system covering Cheshire and Merseyside. We know from our work with NHS Cheshire and Merseyside Integrated Care system that as a local Healthwatch, we have had to sign a conflict of interest form as part of their governance arrangements and we would not be able to take part in any meetings without this being signed off, conflicts of interest being a key agenda item at all meetings.
